Ocyan Sisow payment integration

This package integrates Sisow payment flows with Oscar checkout. It keeps the existing signed callback contract, verifies the provider SHA-1 value with a constant-time comparison, fails closed on unknown statuses, and prevents repeated successful callbacks from debiting a source twice.

No Sisow credentials or live transactions are used during certification.
